On July 11, 2025, at approximately 8:13 A.M., Trooper Barrera observed a red Chevrolet Impala on the right hand shoulder of eastbound 94/7th Street, Saint Paul. The vehicle was stationary, the brake lights were on, and the driver had his head on the steering wheel. Trooper Barrera approached the vehicle and saw the male driver asleep on the steering wheel. The keys were in the ignition and the vehicle was in drive. The driver awakened and was identified as CHARLES EDWARD SHAW, [DOB REDACTED]. SHAW said he was not on drugs or alcohol.
He said he fell asleep because he was up until midnight and left his place at about 5:10 A.M. A PBT was administered, result.000 BAC. SHAW was allowed to leave. At approximately 8:43 A.M., Trooper Lockman was dispatched to a stalled vehicle with the driver slumped over the wheel westbound Highway 94 near Highway 52, Saint Paul, County of Ramsey. Trooper Lockman located the vehicle eastbound Highway 94 on the right shoulder. The vehicle was the same red Chevrolet Impala and SHAW was in the driver’s seat asleep.
The vehicle was running. Trooper Lockman reached into the vehicle, grabbed the keys, and turned off the vehicle. Trooper Lohmer arrived to assist. Trooper Lohmer pulled the door handle. SHAW’s body weight slid down and his head pressed on the horn. SHAW awakened. He mumbled, slurred some words, and appeared that he was going to fall asleep again. Once out of the vehicle, Trooper Lochman observed SHAW had droopy eyelids and bloodshot watery eyes. SHAW said he was not sleeping and seemed to have no recollection of previous occurrences.
He said he was not drinking and does not take medications. SHAW said he was over exhausted from moving a bed the day prior. He fell asleep at around 11:00 P.M. And slept for about four hours. SHAW performed field sobriety tests and signs of impairment were noted to include vertical nystagmus, swayed back and forth. SHAW was arrested for DWI. SHAW was transported to Regions Hospital. A search warrant was obtained for a sample of SHAW’s blood or urine. At Regions Hospital, a nurse obtained two vials of SHAW’s blood.
At the jail, SHAW was searched. A bag with five opaque rock-like substances was found in between the layer of SHAW’s shorts by the pocket. SHAW declined a formal interview. The BCA Report dated 08/23/2025, Charles Edward Shaw, detected morphine (.040), fentanyl, and norfentanyl in SHAW’s blood sample. The BCA Report dated 12/02/2025 reported item 2, one plastic bag containing evidence classified as rock-like material, amount.626 grams, containing heroin, fentanyl, gabapentin, medetomidine (1 of 5 samples analyzed).
