On or about March 23, 2025, at approximately 12:03 P.M., Brooklyn Center police responded to a criminal sexual conduct report. The police made contact with the reporting party, “Witness 1” herein, and the victim. Police learned that the sexual assault occurred the night before at [ADDRESS REDACTED], Minneapolis, Hennepin County, Minnesota. The responding officer noticed the victim had a dried bloody lip and bruising on her neck. The victim reported that she and Witness 1 were at the Gay 90’s Bar Downtown Minneapolis until bar close time.
They met a group of men that were going to a party in South Minneapolis. They drove with the suspect, later identified as LEONEL MATEO - HUAMANI CRUZ [DOB REDACTED] "Defendant" herein, to the after party. When they arrived, there was no party. Defendant then suggested that they go to Defendant’s house at [ADDRESS REDACTED]. Defendant mixed the victim drinks and started to kiss the victim. The Defendant then pulled the victim [NAME REDACTED]. The victim [NAME REDACTED] was not ok with having sex. The Defendant then pushed her onto the bed, where she laid face up and he was on top of her.
The victim told Defendant to stop but he held her down and pulled her clothing off. Defendant used his penis to penetrate the victim’s vagina. He continued to hold her down on the bed and at one point started to strangle the victim. The victim was eventually able to leave Defendant’s room and leave with Witness 1. Once they left, the victim told Witness 1 what happened. They went to the victim’s home and later called the Brookyln Center police. Witness 1 told police when the victim explained what happened the victim [NAME REDACTED]. The victim was transported to the hospital for a sexual assault exam.
During the exam she reported that she was scared because she was not sure what he was capable of doing and if he was going to hurt her. She also reported that while she was being strangled, she could not breathe. During the investigation the police learned the defendant left the country. Defendant poses a threat to public safety. The State respectfully requests a warrant issued with this complaint.
