On or about November 3, 2025, at approximately 2:41 P.M., Minneapolis Police Officers were dispatched to a suspicious vehicle call near 29th Avenue and 38th Street east, in the City of Minneapolis, County of Hennepin, State of Minnesota. While officers were enroute to the suspicious vehicle, dispatch advised officers of a driving complaint involving the same suspicious vehicle. Upon arrival, officers located the vehicle (MN Plate: EWZ 506), a Toyota Prius, parked facing north on 29th Avenue about mid‐block on the east side of the street.
Officers activated their lights and parked behind the vehicle. Officers approached the vehicle and observed the vehicle was running with a male slumped over in the driver’s seat. Officers observed the keys were in the ignition. Officers knocked on the windows and the male, later identified as William Robert Wilson [DOB REDACTED], Defendant herein, did not wake up quickly and took several moments to wake up. Once Defendant woke up, officers observed Defendant fumbling his arms and legs in the driver’s seat.
Defendant moved his arms around, hitting the steering wheel horn multiple times, and pressing the brake pedal with his feet. Defendant eventually opened his driver’s side door. Defendant was told to step out of the vehicle, and when Defendant stepped out, he lost his balance and almost fell over. Defendant was asked about drinking, which Defendant denied. As Defendant spoke, an officer smelled the odor of a consumed alcoholic beverage coming from his mouth. Officers requested a Minnesota State Trooper to conduct field sobriety tests.
A Minnesota State Trooper arrived on scene and spoke with Defendant. As the trooper spoke to Defendant, the trooper observed the odor of consumed alcoholic beverage, bloodshot eyes, watery eyes, slurred speech, and slow motor movements. Defendant was asked to submit to field sobriety tests. During these tests, the trooper observed clues of impairment. Defendant provided a breath sample for the preliminary breath test (PBT), which showed an alcohol concentration of 0.228. Defendant was placed under arrest for DWI. Defendant was transported to Hennepin County Jail.
The trooper read the Motor Vehicle Breath Test Advisory to Defendant. Defendant elected to consult with an attorney, and Defendant agreed to take the breath test. At 3:46 P.M., Defendant provided a breath test that revealed an alcohol concentration of 0.23. Defendant has one qualified prior driving while impaired conviction within the last 10 years: a conviction from 10/7/2021, as reflected in ••-CR-••-••••.
