At around 10:00 PM on April 22, 2026, officers were sent to [ADDRESS REDACTED], St. Paul, Ramsey County on a weapons complaint. The 911 caller reported her ex-boyfriend was outside her residence, and he had earlier threatened to kill her and himself with a gun. Officers arrested KEE XIONG [DOB REDACTED] in the backyard of [ADDRESS REDACTED]. Xiong was not armed, and he denied a firearm was involved in the incident. Officers spoke to PKV [DOB REDACTED] who said she and Xiong dated on-and-off for a year before they broke up in January 2025 when he slapped her at her grandmother’s funeral.
PKV and Xiong have hung out a few times since their breakup, but Xiong has been psychologically and physically abusive towards her. PKV said the current incident stems from her asking Xiong to repay her the $600 he owes her. Xiong refused, and PKV blocked his phone number. PKV texted Xiong’s mother about the money because there was an understanding she may pay the debt on Xiong’s behalf. Xiong called PKV from a different number. PKV said Xiong has a history of creating temporary phone numbers to contact her after she blocked him.
Xiong told PKV he had a gun, and he was going to shoot her and then shoot himself. PKV could hear that Xiong was driving. She immediately hung up and called 911. PKV believed Xiong was on his way to her residence with a gun. PKV fled her residence to hide elsewhere. When PKV came outside she saw Xiong’s vehicle park behind her home. PKV feared for her life and said she may have to move. Xiong declined a custodial statement. PKV’s phone records showed blocked calls from Xiong at 8:01 PM and 9:06 PM. PKV had 3 missed calls from a different number.
PKV answered a call from the different number at 9:57 PM. The call lasted 54 seconds. PKV called 911 at 9:59 PM.
