The Complainant having reviewed the applicable reports believes the following facts to be true: On November 2, 2025, at 10:00 PM, an officer was on patrol in the area of 5th Street and Cedar Street in Saint Paul, Ramsey County. The officer observed a man cross the street, disregarding the pedestrian signal telling him not to cross. The defendant did not use the crosswalk. There was a green light for traffic on that street. The officer initiated his lights. The man looked at the officer and continued to walk south.
Another squad came to assist and identified the defendant as Charlie Douglas JORGENSON [DOB REDACTED], the defendant herein. The defendant began to dig in his pants pockets and continued to do so after being told to stop. The defendant then brought a piece of tinfoil up to his mouth. Officers had to bring the defendant to the ground to stop him, but the defendant stated he believed he swallowed fentanyl. During a search incident to arrest, officers located a baggie containing a crystal-like substance.
During the booking process, another officer found a piece of tinfoil with suspected narcotics. The substance in the baggie tested positive for methamphetamine, weighing.15 grams. The substance inside the tinfoil tested positive for methamphetamine and fentanyl, weighing.04 grams.
