SHANLEY completed student loan applications on 08/29/2023 and 12/11/2023. A loan was disbursed to Century College on behalf of SHANLEY on 09/08/2023 in the amount of $3, 874.00. A loan was disbursed to Century College on behalf of SHANLEY on 02/05/2024 in the amount of $5, 644.00. The total amount of the loans disbursed is $9, 518.00. DS reported the fraud to the Minnesota Department of Education on 10/22/2024. SHANLEY used DS’s prior address on the application.

SHANLEY used the following numbers interchangeably for him and DS on the loan documents-[phone redacted], [PHONE REDACTED], and [PHONE REDACTED]. The telephone number [PHONE REDACTED] is linked through CashApp to name Mister Shanley, cash tag $MisterShanman. DS’s actual driver’s license was issued in November 2021. The driver’s license for DS that was uploaded with the student loan application had an issue date of August 2023, and lists height and weight for DS that are inaccurate.
DS never requested the issuance of a driver’s license in 2023. DS reported DS as a parent, but she is his aunt. On 07/29/2025, DS received a letter releasing her from the obligations on the loans.
