That your complainant is a peace officer employed by the Rochester Police Department by Officer Hook, a law enforcement officer with that agency, known to your complainant to be truthful and reliable and who is hereinafter referred to as officer: That on October 28, 2025, at approximately 5:53 P.M., he was dispatched to the area of the 400 block of 4th St. SE in the City of Rochester, County of Olmsted, for a report of a trespasser at the Circle K. Upon arrival the individual identified by store personnel as being previously trespassed was Jamie Lea Copeland, [DOB REDACTED], hereinafter referred to as Defendant.
Defendant had previously been trespassed from this location on September 17, 2025. Defendant had been released from custody the day previous, on October 27, 2025, following an unrelated trespass conviction. Since being released on October 27th Defendant has had at least three additional trespass situations that have come to the attention of the Rochester Police Department. Additionally, Defendant is currently on felony level probation with Dodge Olmsted Community Corrections. She also is pending sentencing on an additional felony theft.
Given Defendant's inability to remain law abiding, at a time she is already on felony level probation and is pending sentencing on another felony, the State respectfully recommends the issuance of a complaint warrant on this matter. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
