On November 26, 2025, at approximately 1520 hours, Bloomington Police Officers were on directed patrol at the Super 8 Hotel, 7800 2nd Avenue, Bloomington, Hennepin County. Officers were on directed patrol at this location because it specifically has a disproportionally high level of criminal activity such as narcotic related offenses and human trafficking crimes compared to other hotels in the area. While in the parking lot, Officers attention was drawn to a vehicle that was parked oddly, taking up two spaces for no apparent reason.
The vehicle was turned off, and a male was inside. The vehicle registered to a MICHAEL TIMOTHY ORR, Defendant herein. The Defendant's DVS information registered to a nearby address in Coon Rapids. From Officer's training and experience, hotel stays near someone's residence, is common in criminal activity to separate the criminal activity from their residence. Officers then learned that the Defendant had pending charges for narcotic related offenses and a prior DWI. The Defendant had a felony drug charge pending in case file ••-CR-••-•••• and a drug conviction in case file ••-CR-••-•••• that started as a felony fifth degree possession charge but was deemed a misdemeanor from a stay of imposition.
The Defendant also had a gross misdemeanor DWI conviction related to operating a motor vehicle while under the influence of a controlled substance in case file 02-CR- 12-6057. The Defendant continued to fidget in his vehicle for several minutes appearing to either attempt to retrieve something or conceal something in between his seats. The Defendant exited his vehicle and entered the hotel. Officers confirmed with the hotel that the Defendant was staying there and in room #337. Officers conducted a K9 sniff around the exterior of the Defendant's vehicle where the K9 alerted to the odor of narcotics.
Officers then conducted a K9 sniff at the exterior door of the Defendant's hotel room where the K9 again alerted to the odor of narcotics. Officers received a signed search warrant for the vehicle, hotel room, and the Defendant. Behind the driver's seat in the vehicle, Officers located a black backpack with mail addressed to the Defendant and a prescription bottle with 4.66 grams of FTP methamphetamine inside. In another backpack, Officers located paraphernalia and mail addressed to the Defendant.
Inside the hotel room, Officers located the Defendant and a female occupant. Under the mattress, Officers located 8.37 grams of FTP methamphetamine in a baggie. In total, 13.03 grams of methamphetamine was recovered. In a post-Miranda statement, the Defendant stated that the methamphetamine in the hotel room belonged to him and believed it was an "8-ball" or approximately 3.5 grams. The Defendant acknowledged that he is 2 ••-CR-••-•••• Filed in District Court State of Minnesota 12/31/2025 currently pending a narcotic related case in Wright County.
