The Complainant having reviewed the applicable reports believes the following facts to be true: that on January 5, 2026 at approximately 10:17 P.M. Police officers stopped a vehicle which was driving on a public street in the vicinity of Harvard and Page in the City of Saint Paul, Ramsey County for a traffic violation. Inside the vehicle were a driver, a front seat passenger, and a rear seat passenger who would eventually be identified as Randy Lee BROWN, [DOB REDACTED], Defendant herein. The driver's driving privileges were canceled as inimical to public safety and the front seat passenger admitted to officers she had a warrant, so everyone was removed from the vehicle.
As officers searched the vehicle to inventory its contents before it was towed, they found a pistol (FN 509 9MM pistol) directly underneath the rear seat where Defendant had been seated. The pistol was loaded with ammunition. Defendant was placed under arrest. In a subsequent Mirandized interview, he admitted that he owned the pistol, having recently bought it, and that he did not have a permit to carry. A record check confirmed that Defendant did not have a valid permit to carry a pistol.
