Conner Maverick Hoon

On October 4, 2024, Mounds View Police Department received a report from the Minnesota Bureau of Criminal Apprehension (“BCA”) on a Cybertip they received. The Cybertip was from the chat application “Kik” about several potential child pornography photographs that were uploaded utilizing said application. The upload had occurred on May 30, 2024, at 21:23 UTC. The username associated with the upload is “razzily” with an email address of “razzilovesyou@gmail.com.” The user used the IP address 172.58.13.89 which is a T-Mobile IP address.

The BCA conducted an initial investigation and was able to identify the user as Conner Maverick Hoon [DOB REDACTED] (“Respondent”). Respondent lives in the City of Mounds View, County of Ramsey, State of Minnesota. The BCA sent subpoenas to Google and T-Mobile and were able to identify C. D. H. (Y. O. B. 1985) as the subscriber related to the IP address. C. D. H. Was determined to be Respondent’s mother and resides at the same address. The BCA sent a subpoena to Google for information on the email subscriber for the account “razzilovesyou@gmail.com.” The recovery email account was determined to be “cosmicallycorrupted@gmail.com.” The BCA sent another subpoena to Google for information on that email account.

The response from Google provided a recovery phone number for the “cosmicallycorrupted@gmail.com” account as [PHONE REDACTED]. The BCA sent a subpoena to Facebook to determine whether there was an account linked to this phone number. The phone number was assigned to the Facebook page “Conner Hoon” with an email address of “co.hoonx@gmail.com.” This was determined to be Respondent. On October 29, 2024, Mounds View Investigator Riley Solz (“Investigator Solz”) drafted a search warrant for the residence of Respondent.

The search warrant was signed by The Honorable Adam Yang on October 29, 2024, at 2:18 P.M. On October 31, 2024, at approximately 6:35 A.M., officers knocked on the front door of the residence to effectuate the search warrant. Both Respondent and C. D. H. Answered the door. Investigator Solz identified himself and advised that there was a search warrant for the residence. Respondent began to run around the house with a pocketknife in his hand. Investigator Solz was able to calm Respondent down and remove the knife from his hand.

Respondent and C. D. H. Sat in the kitchen while officers cleared the residence. In the presence of C. D. H., Investigator Solz read Respondent his Miranda Warning. Respondent stated that he understood and agreed to answer some questions. Respondent provided the following information: Respondent’s phone number is [PHONE REDACTED]. Respondent has several email addresses. Respondent stated that the email address “cosmicallycorrupted@gmail.com” is a super old email 3 62-CR-26-2004 Filed in District Court State of Minnesota 3/25/2026 address that he has not used in a long time.

Respondent usually watches pornography on his phone. Respondent knows child [NAME REDACTED]. When asked whether Respondent has ever looked at child pornography, Respondent took a long pause and did not answer. Respondent has two phones and usually only uses one laptop (Item #1 identified below). Respondent voluntarily provided the pass code for his primary phone (Item #2 identified below). Investigator Solz then spoke with C. D. H. Outside of the presence of Respondent. C. D. H. Provided the following information: C. D. H. Identified Respondent’s laptop and phone (Items #1 and #2 respectively, identified below). Investigator Solz inquired regarding a previous report whereby C. D. H. Found explicit material on Respondent’s device after Respondent successfully solicited a picture of an adult male’s penis.
