On April 14, 2026, at approximately 10:13 P.M., Saint Paul Officers were dispatched to the 1000 block of Fremont Avenue, Saint Paul, County of Ramsey, on a domestic assault. Dispatch comments advised complainant’s sister is attempting to break into her unit and threatening to kill her. Officer Allia arrived on scene and observed the front window of the residence was broken. Officer Allia spoke with MDS. MDS said she was in her bedroom when she heard her sister’s voice-KIRBY MELISSA HINES, [DOB REDACTED]- at the front of the address.
She looked out the window and saw HINES in front of the address. HINES was yelling, “I’m going to kill you, b****.” MDS was afraid HINES was going to kill her. She then heard loud banging noises. Her brother, JH, went to front door to hold it shut so HINES could not enter the residence. HINES banged on the door and again said she was going to kill her. HINES left the scene. MDS said HINES has mental health concerns. HINES has assaulted her in the past. During blueprint questions, MDS said she does believe HINES will seriously injure or kill her and/or her children.
MDS said HINES has stabbed her in the past and regularly threatens to kill her. The window that HINES broke belonged to DMW’s lower unit. DMW said she and her son were inside preparing to go to bed when they heard a lot of yelling. She opened the door and saw a female yelling, “Let me in; I own this place.” The female broke their front window, and threw a rock at another side window of their unit. JH said he lives in the upper unit with his sister, MDS. HINES banged on the door and tried to enter.
She then broke windows at the address. MDS has had custody of HINES’s children for the last three years. HINES is not allowed to see her children by court order. JH said HINES has stabbed him in the past. In a later conversation, JH said HINES went to his house because he won a custody case against her for her son. JH said HINES threatened to kill him when she was pushing the door. Shortly after, officers were dispatched to a 911 disconnected call on the 700 block of Oakdale Avenue, Saint Paul, County of Ramsey.
HINES was found sitting on the stairs at the back of the residence, and was arrested. HINES yelled and said police could not arrest her on her own property. During the transport to jail, HINES told Officer Ciresi that she would be “DOA-dead on arrival.” HINES said she would kill Officer Ciresi’s family. HINES also called Officer Ciresi a “b****” and “c***,” and kicked the squad door several times. WAA (who lives in unit on 700 block of Oakdale Avenue) said HINES was banging on her door and yelled racial slurs at her.
HINES threw concrete rocks at her windows, breaking two. WAA said HINES has been breaking her windows since 2025. In a subsequent conversation, WAA said HINES was outside ranting and banging on her door. HINES said she was going to kill her or somebody. After a Miranda advisory, HINES spoke to an investigator. HINES said she was at Fremont address to check on her son who lives there with her brother, JH. HINES denied threatening anyone and denied trying to push her way inside. HINES denied breaking any windows.
