Deputy Beranek of the Washington County Sheriff's Office responded to a call reporting a domestic assault incident alleged to have occurred on October 19, 2025. The officer spoke with the complainant, [NAME REDACTED]A., who stated she was the victim of a domestic assault committed by JON TRACEY MONACELLI, [DOB REDACTED], Defendant herein. The incident was alleged to have occurred at an apartment located at [ADDRESS REDACTED] North in the city of Lake Elmo, County of Washington, State of Minnesota.
The deputy initially spoke with K. A. A. Over the phone. K. A. A. Advised that Defendant left their shared residence to go to a bar and upon returning, the two parties got into a physical altercation. K. A. A. Had asked for Defendant's car keys and Defendant responded by slapping her. Defendant then put his arms around K. A. A.'s throat and pushed her, causing her to fall and hit her head. K. A. A. Denied losing consciousness when Defendant had his arms around her neck, but stated that she was scared, that it hurt, and that it was difficult to breathe.
Defendant then left and said that she better be gone or Defendant would "snap her neck" and her cat's. K. A. A. Advised she and Defendant had been residing together off and on for a year and have been in a long-term intimate relationship. The deputy then met with K. A. A. In person and took a formal statement from her. K. A. A. Again reported that Defendant had left in the morning, returned a few hours later, and assaulted her by slapping her and putting his arms around her neck, and pushed her causing her to fall and hit her head.
K. A. A. Stated she "terrified" while this incident was occurring and that she was scared of being hurt and that her cat was going to get hurt. Defendant's record shows no prior qualifying domestic related convictions.
