On December 21, 2025, at approximately 11:43 P.M., Trooper Milo Allen with the Minnesota State Patrol was traveling east on 3rd Avenue North just prior to Highway 15 in the City of St. Cloud, County of Stearns, State of Minnesota when he observed a vehicle traveling east on 3rd Avenue North and moving at a rate above the posted speed limit. Trooper Allen stopped the vehicle and identified the driver as JOHNELL LAMAR GUNN, [DOB REDACTED], the defendant herein. Trooper Allen spoke with the defendant and observed that his speech was slurred and deliberate.
Trooper Allen also detected a strong odor of consumed alcohol emitting from the driver's window area. The defendant admitted to having consumed "a couple shots" approximately an hour prior. Trooper Allen had the defendant perform field sobriety testing, which showed additional indicators of impairment. Trooper Allen placed the defendant under arrest for being under the influence of alcohol. At 1:05 A.M. On December 22, 2025, the defendant submitted to a DataMaster breath test, which showed an alcohol concentration level of 0.11. A check of the defendant's criminal history revealed that he has three prior impaired driving convictions.
Two of the convictions occurred on July 17, 2024 as set forth in Stearns County District Court file numbers ••-CR-••-•••• and ••-CR-••-••••. Another prior impaired driving conviction occurred on June 5, 2019 as set forth in Wright County District Court file number ••-CR-••-••••. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 21st day of December, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
