On 01/29/2026 at 18:01, Shakopee Police Officers were on patrol in the area of Hwy 169 and Canterbury Rd., Shakopee, Scott County, Minnesota, when the officer saw a black Subaru, Mn No. THZ287. The officer ran the plate which showed that the registered owner Robert Vernon Card, [DOB REDACTED], hereinafter the Defendant, had an active Felony warrant out of Ramsey County for Dangerous Drugs - Aggravated Controlled Substance. The officer stopped the vehicle. A few seconds after the vehicle parked, the driver got out of the vehicle and began to walk back towards the squad car. (Which is a common tactic to avoid being associated with contraband inside a vehicle.) The male driver matched the description of the Defendant.
The Defendant stated he was not aware of any warrants. The Defendant was arrested on the warrants for Aggravated 1st Degree Controlled Substance, with $300,000 bail. (The Defendant is also currently on probation for 1st Degree drug sales, and he has been arrested on drug charges in Shakopee recently (2020). Officers saw loose marijuana "shake" in the area of the center console of the vehicle. Officers searched the vehicle and found: On the back seat behind the driver's seat a soft black zipper case that had a loose white crystal-like substance.
On the back seat behind the passenger seat was a black cross-body satchel that contained a white crystalline substance. There were numerous packages inside of a larger clear Ziploc baggie, and several scales. A white powdery substance on the floor of the backseat. The officer the Defendant the Miranda Warning rights. The Defendant declined to make a statement. Due to the cold weather, the location of the vehicle, and the amount of people walking by the vehicle, it was determined that we would tow the vehicle back to the Shakopee Police Department to apply for a search warrant to continue searching the rest of the vehicle.
Officers applied for and obtained a search warrant for the vehicle. During the search the officers found several bags of methamphetamine that were located and all packaged in a similar manner. In total, there were 10 clear plastic baggies contained suspected narcotics believed to be methamphetamine, fentanyl and cocaine. There was also 1 loose chunk of suspected methamphetamine. Each item was field tested and resulted in a positive test. Each item was weighed separately and placed into sealed evidence packaging.
The following is a summary of the total amount of narcotics including packaging: 142.7 grams of methamphetamine, a Schedule II Controlled Substance. 6.0 grams of mixed methamphetamine/fentanyl, Schedule II and I controlled substance. 0.5 grams of cocaine The Defendant was arrested and taken to the Scott County Jail. Once inside the jail, the Defendant admitted to smoking methamphetamine approximately 4 hours ago.
