The Complainant having reviewed the applicable reports believes the following facts to be true: On November 2, 2025, at 5:16 PM, officers received a report of a woman setting a fire in a garage at to [ADDRESS REDACTED] in Saint Paul, Ramsey County. When police arrived the woman was still in the garage. She was later identified via IBIS as Racheal Nichole MAY [DOB REDACTED], the defendant herein. The defendant was yelling and there was strong odor of smoke. An officer kicked at the door to open it, and the defendant pushed it closed.
She then attempted to use a mattress to barricade the door shut. Officers were able to enter the garage and the defendant ran to a corner. She would not comply with officers' commands and they had to use ASR to gain her compliance. The officers made contact with the owner, who is fully identified in police reports and referred to herein as D. D. T. He reported that he was gone on vacation and when he returned he found that people were squatting in his garage. His landlord had secured the garage windows and D. D. T. Had secured the door as they were waiting to get the locks changed.
Officers found window that was boarded up. It appeared that the defendant removed the plywood covering it and entered the garage through the window. There were multiple piles of ash in the garage.
