On 11/16/2025 at about 1630 hours, St. Paul Police took a report of a stolen motor vehcicle. The vehicle’s owner, PM, said someone stole his 1997 Ford Econoline van (MN/YAN3870) from [ADDRESS REDACTED] in St. Paul, Ramsey County. Upon information and belief the value of the vehicle was about $3,000 and PM said he had anywhere between $5,000 and $10,000 worth of tools in it. On 12/10/2025 at about 0040 hours, St. Paul Police stopped a white 1997 Ford Econoline van that was driving near Edmund Ave and Snelling in St. Paul, Ramsey County.
The vehicle was not displaying a license plate. Auto thieves commonly remove license plates in order to thwart law enforcement efforts to identify it. The driver, later identified as Jamie Garland KOLBO ([DOB REDACTED]), told police he had just purchased the van but did not have a bill of sale or proof of purchase. He then returned to the van and gave the officer the van’s license plate (MN/YAN3870). A check of the vehicle’s VIN revealed that it was PM’s stolen van. In a post-Miranda interview, KOLBO said he bought the van about three days earlier from a male he knew as "JIMMY" and paid $300 for it.
KOLBO also told police that “JIMMY was really “shady” and that he checked with DMV and DMV told him the van had not been reported stolen.
