On December 31, 2025, Otter Tail County Sheriff's Detective Dion Bredman received information that Kenneth Taylor Vogel, [DOB REDACTED], the Defendant herein, was subject to predatory registration requirements and may not be staying at his registered address on Highland Avenue E. In Underwood, Otter Tail County. The Defendant is required to register as a predatory offender as a result of a Minnesota adjudication for criminal sexual conduct in the second degree. On January 1, 2026, Det. Bredman spoke to the homeowner who said that she last saw Defendant when he left the residence on December 24, 2025 and she had not seen him since and he had stopped messaging her and turned his phone location off.
She stated that he sent her a text message on December 27 telling her that he was fine and he was sorry for not checking in. Det. Mike Wunderlich followed up with Defendant's probation agent. The probation agent met with Defendant on January 2 at which time Defendant confirmed he had not been staying at his registered address, and had been staying at a fish house on Elk Lake, a location in Grant County, or at a friends house in Hoffman, Minnesota, and that since December 18 he had been working through Door Dash.
He also confirmed he had turned his location status on his phone off. The agent told him he needed to report back to registered address. On January 22, 2026, Deputy Tollefson completed a compliance check and went to Defendant's registered address. No one was home, and Deputy Tollefson contacted the homeowner by phone. She again confirmed that Defendant had not been residing there and the only time she had seen him that month was when he stopped by one time to grab some personal items. She stated that she did not know where he was, but did not believe it was at the secondary address listed on his registration form.
She thought he might be staying with a friend. Deputy Tollefson noted that Defendant's secondary registered address was on County Highway 122 in Underwood, Otter Tail County. He contacted the homeowner who confirmed that Defendant had not been residing there and he had only seen him once in the month of January and his location was unknown. Defendant's registration is listed as non-compliant due to a verification letter sent on January 9, 2026 that was not returned. On January 27, 2026, Fergus Falls Police Lt. Connor West received a child [NAME REDACTED] from Otter Tail County Human Services.
The report contained information that Defendant was residing at an address in Fergus Falls, Otter Tail County, where juvenile females were residing. Lt. West confirmed again that he had not been residing at his primary address in Underwood or his secondary address in Underwood. Lt. West went to the address in Fergus Falls and no one was home. The homeowner was contacted and stated that Defendant had been at the residence but had not spent the night there. His whereabouts where unknown. Fergus Falls Police Officers were able to get in contact with Defendant by telephone and he reported to the police department.
