On April 6, 2026, DF reported a theft that occurred on April 4, 2026, at approximately 2:20 P.M., at Fedtech, [ADDRESS REDACTED], Mounds View, County of Ramsey. DF reported an individual stole small copper sheet cut outs and copper discs from the shipping/receiving ramp outside on the southwest corner of the building. The suspect drove a pickup truck and made approximately five trips between the truck and the area where the copper was located. DF sent Officer Tan screenshots from the video of the suspect and the suspect truck.
The suspect was a male wearing dark colored boots, pants, sweatshirt, and a black baseball cap. The truck is an old, damaged, silver or gray pickup truck. DF later provided additional information that the suspect returned on April 5th at approximately 9:20 A.M. With a tool bag and dolly and stole additional copper. DF sent investigators additionally video of the additional theft and screenshots. One of the screenshots shows the suspect’s left hand which appears to have ink on it. The suspect wore a black hoodie with a gray stripe around the torso, white athletic shoes, and a black baseball hat with the word “GOAT” across the front.
Sgt. Schultes searched the automated license plate reader and found a vehicle matching the suspect vehicle with Minnesota license plate JUC485-a 2002 tan Chevrolet Silverado, registered to JM. An alert was placed on the truck. On April 6, 2026, Sgt. Schultes located the truck entering the parking lot at County Road J and Baltimore Street NE, and initiated a traffic stop. CRAIG JAMES HAWKINS, [DOB REDACTED], was the driver. HAWKINS said his child’s mother is the owner of the truck, but it is primarily his truck.
He said he was in Mora on Saturday (April 4th). Someone borrowed his vehicle, but he did not know who it was. HAWKINS said he was not in Mounds View on April 4th. The bed of the truck was full of heavy scrap metal and tools. The copper stolen from Fedtech was not in the truck. HAWKINS has a visible tattoo on his left hand, wore the same jacket as suspect in video on April 5th, and was wearing white athletic shoes. HAWKINS was arrested for the theft. After a Miranda advisory, HAWKINS spoke to an officer.
He said he left his truck at a friend’s house with the keys in it on Friday (April 3rd). On Saturday, April 4th, he was in Mora. On Sunday, April 5th, he was in Columbia Heights. HAWKINS did not know if any of his friends used his vehicle, but it was low on gas when he returned to his truck. The truck was in the same parking place where he left it. HAWKINS said he dumpster dives for scrap metal. He was trespassed from Fedtech years ago after dumpster diving. HAWKINS denied stealing the metal from Fedtech.
While speaking with another officer, HAWKINS said he left his vehicle with his girlfriend’s boyfriend named “Bob Moon.” A black baseball hat with the word “GOAT” in large white writing across the front was found inside the truck. The hat was an exact match to the hat worn by the suspect during the theft on April 4th. During the transport to the jail, HAWKINS became unresponsive and appeared to suffer a seizure. He was transported to a hospital by ambulance. HAWKINS said he uses methamphetamine and took fentanyl today. 2 62-CR-26-2358 Filed in District Court State of Minnesota 4/7/2026 DF estimated the total value of the copper stolen was approximately $5,000. HAWKINS was trespassed from Fedtech in 2022 as he was a suspect in a theft from property, CN2200150.
