On April 1, 2026, around 10:38 A.M., law enforcement was dispatched to a residence on the 2200 block of 141st Avenue NW, Andover, Anoka County, on a report of a domestic assault. Law enforcement spoke with the reporting party, I. C., who they observed to have swollen and watery eyes and a bloody bottom lip. I. C. Told law enforcement he was assaulted by his girlfriend, Devonya Crystal Roberts [DOB REDACTED], defendant herein. Defendant and I. C. Do not live together but have been in a relationship for 16 years and have 5 children in common that were present in the home during the assault.
I. C. Stated that he was in the shower when defendant swung an object at him, hitting him in the forearm. Defendant then pinned him down on his chest/stomach and punched him about 6 times in the back of the head. An altercation ensued that led them both to the bedroom where defendant then pulled him by the hair, got behind him, wrapped her arm around his neck and throat and choked him until he went unconscious. When I. C. Woke up, defendant was gone and she had taken their vehicle, a 2017 Chevrolet Suburban (MN/TNS444). Law enforcement was unable to locate defendant.
Defendant’s parents stated they knew where she was but would not tell law enforcement. In an evaluation by emergency medical staff, staff noted a bump on the back of I. C.’s neck and that I. C.’s throat appeared discolored and swollen. While being evaluated, I. C. Noted he had difficulty breathing and started to seize. He was taken to the hospital for further evaluation. Given the unknown whereabouts of defendant and the risk to public safety and the safety of I. C., the State requests a body-only complaint warrant in this matter and requests that the defendant be held in custody until appropriate bail and conditions of release be set pursuant to Minn.
R. Crim. P. 6.02, subd. 1, to include the issuance of appropriate protective orders.
