The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On January 29, 2026, at about 4:30pm, St. Paul Police responded to an apartment building on Hersey St., St. Paul, Ramsey County on a report of threats made with a knife. On arrival, officers with a security employee at the building, BEH ([DOB REDACTED]). He said that the defendant, YASSER MOHAMED ABUKABAR ([DOB REDACTED]), is a resident there and has significant anger issues.
He said that this afternoon, the defendant had thrown water at another resident while in an elevator. He said that the defendant then walked through the lobby of the building while holding a knife; he said that the defendant told staff that he would “kill all of” them. He said that he believed that the defendant would in fact kill someone. Surveillance video (without audio) was recovered. It shows the defendant entering the elevator, with a wheelchair-bound resident already inside. The defendant then throws a mug of water into the face of the other resident.
The video further shows the defendant walking through the lobby, with the blade of a knife visible in his hand. As BEH walks past, he (the defendant) raises the knife and looks toward the staff desk. (BEH said that it was at this point that the defendant threatened to kill everyone present.) The other resident confirmed to officers that the defendant had been aggressive and said that the two had never previously interacted. The defendant was not located at the time. Several hours later, officers were called back to the building as the defendant had returned to his apartment.
He was called out and was initially uncooperative but eventually taken into custody. In a search of the defendant’s apartment pursuant to a warrant, officers found a folding knife – with blade unfolded – on a bedside table. Photographs were taken, and it was recovered. The defendant declined to make a statement.
