On May 13, 2026, officers with the Metro Transit Police Department were monitoring surveillance cameras in the area of Cedar Avenue and 24th Street in Minneapolis, Hennepin County, Minnesota. While monitoring the cameras two adult males appeared to be central figures engaged in narcotics activity. They were later identified as LANDRY SCOTT GOODWIN, [DOB redacted], “Defendant Goodwin” herein; and KENNETH ROY TAYLOR, [DOB redacted], “Defendant Taylor” herein. Officers observed narcotics use by Defendant Goodwin and Defendant Taylor while monitoring the cameras.
Officers observed two hand-to-hand transactions while observing the camera. In the first, Defendant Goodwin was approached by an unknown male who handed cash directly to Defendant Goodwin. Defendant Goodwin then moved items between his hoodie pocket and his crossbody bag and then handed the unidentified male a small white object consistent in appearance with a narcotics bindle. During the second exchange a separate unknown male approached Detective Goodwin and displayed something on his phone, likely for an electronic transaction.
Defendant Goodwin then removed a small object from his jeans pocket and could be seen manipulating a small plastic bag consistent with narcotics packaging. Defendant Goodwin then placed the small item on a flat surface near the front area of his bicycle and the separate unknown male returned and retrieved the object form the bicycle. During both transactions Defendant Taylor remained standing near Defendant Goodwin. Defendant Taylor was also seen repeatedly pulling a face covering over his face despite the weather being approximately 70 degrees and sunny.
Officers moved in and arrested both Defendant Goodwin and Defendant Taylor. Officers learned that Defendant Goodwin had active Felony Arrest Warrants in Hennepin County for the following pending cases: - Assault in the Second Degree in ••-CR-••-•••• - Flee in a Motor Vehicle ••-CR-••-•••• - First Degree Controlled Substance – Sale in ••-CR-••-•••• Officers learned Defendant Taylor had active felony arrest warrants as follows - Second Degree Controlled Substance – Possession in ••-CR-••-•••• - Fifth Degree Controlled Substance 19HA-CR-23-361 Defendant Goodwin was searched incident to arrest.
In the cross-body bag Defendant Goodwin was wearing officers located a substantial amount of narcotics, a polymer firearm without a serial number that had a round in the chamber, three knives, bear spray, two cell phones, and $579.51 in cash. The narcotics were later tested and one item weighed 25.73 grams without packaging and field-tested positive for methamphetamine. Also discovered were 17 small bindles with similar appearance, one of which field tested positive for fentanyl and weighed.09 grams without packaging and had a total weight without packaging of 8.55 grams. 3 ••-CR-••-•••• Filed in District Court State of Minnesota 5/15/2026 During the arrest Defendant Goodwin stated he had ingested narcotics and was therefore transported to the hospital.
