That on November 29, 2025, at approximately 0340 hours, officers from the Minneapolis Police Department were on routine patrol in the area of 1st Street East and 11th Avenue South in the City of Minneapolis, County of Hennepin, State of Minnesota, when they observed a male with his torso inside the passenger side window of a parked vehicle. As officers came closer, they observed glass on the ground near the window indicating that the window had been shattered. They noted that the male was rummaging through the items inside the vehicle.
Officers stopped and detained the male, later identified as FRANKLIN BAI PAUL [DOB REDACTED], Defendant herein, placing him under arrest for tampering with a motor vehicle and property damage. After Defendant was detained, officers further examined the area and observed glass shards on the ground in front of the left passenger door, a massive hole in the front passenger window, and glass shards all over the front left passenger seat. Officers also observed that the glove box was also open. Officers walked Defendant to the squad vehicle and performed a search incident to arrest.
When asked if he had any weapons on his person, Defendant stated he had a firearm. Officers removed a Smith and Wesson SD9 VE 9mm handgun from Defendant’s front right jacket pocket. Defendant stated he had taken it from the vehicle. After the firearm was removed, officers continued to search Defendant and found a black window punch in his front left jacket pocket. They also observed that Defendant had a small amount of blood on the nail of his middle finger. The firearm was later checked in the NCIC database and confirmed as not stolen.
A check of permit records revealed that Defendant did not have a valid permit to carry.
