1. Your complainant is employed by the Coon Rapids Police Department. In that capacity, complainant has reviewed official police reports and has learned substantially the following: On November 2, 2025, at approximately 1:42 A.M., officers were dispatched to the area of Coon Rapids Boulevard near Foley Boulevard, Coon Rapids, Anoka County, Minnesota, regarding a male slumped over the steering wheel. The reporting party, J. D. S., stated she was behind a vehicle bearing Minnesota license plate [PLATE REDACTED] at the stop light.
When the light turned green, the vehicle did not move. J. D. S. Stated she honked at the vehicle and then passed it observing the driver was slumped toward the steering wheel. J. D. S. Said she walked over to the vehicle and stated the driver, later identified as Liam Anthony Bell, [DOB REDACTED], the defendant herein, was semi-conscious and attempted to leave the scene. J. D. S. Said she had to scream to stop him from driving away. Officer Ali arrived on the scene and parked his squad car in front of defendant's vehicle to prevent him from driving away.
Officer Ali spoke with defendant who looked away from the officer. The officer had to tap defendant on the shoulder multiple times before he reacted. In speaking with defendant, he was very slow to react to questions, showed drunk-like behavior, had a dry mouth, and droopy and glossy eyes. The officer did observe an odor of a consumed alcoholic beverage coming from defendant. Defendant was angry, agitated and uncooperative with the officer and firefighters. Due to defendant's behavior, the officer elected not to have defendant perform any field sobriety tests.
Based on the officer's training, experience, and contact with defendant, the officer was of the opinion that defendant was under the influence of alcohol and/or a narcotic, and the officer placed defendant under arrest for that offense. The officer applied for and received a signed search warrant from the Honorable Judge Buccicone for a sample of defendant's blood or urine. Defendant refused to provide either sample. While walking defendant to the squad car, he became uncooperative and dropped himself to the ground.
While attempted to get him up, defendant continued to physically resist officers and pushed his foot against the door. Additional officers responded and had to physically move defendant all the way to the ground and attempt to put him in the back of the squad car. While doing this, defendant used his left foot and kicked Officer Skog in the right chest area leaving a mark.
