On February 5, 2026, at approximately 2:30 P.M., police responded to the area of Seventh Street East and Sibley Street in St. Paul, Ramsey County, Minnesota, on a report of a male who broke a window. Police met the complainant, SWS, who reported that he was working at [ADDRESS REDACTED] East, which is currently under construction. SWS said he heard a loud thump on the Seventh Street side of the building and went to check it out. SWS observed a male standing in front of the window waving around a piece of wood.
The male swung the piece of wood at the window and broke it. SWS said he went outside and asked the male why he did that, but the male walked away. SWS followed the male for approximately three blocks. Police located a male matching the description of the suspect in front of Assumption Church. The suspect, who was identified as JUEL ANTONIO SATCHELL – [DOB REDACTED], was identified by SWS as the male who broke the window. The owner of the business, JJW, subsequently provided an estimate that the cost to repair the broken window was $4,937.50. The following information is offered for purposes of Rule 6.02. SATCHELL is currently in custody at the Ramsey County Jail on new charges of Second Degree Arson and First Degree Criminal Damage to Property (RCAO File No. [PHONE REDACTED]).
