On or about June 1, 2026 at approximately 9:51 P.M., officers on routine patrol saw a physical altercation occurring near the intersection of 35th Avenue North and Fremont Avenue North in Minneapolis, Hennepin County, Minnesota. Officers saw one male, later identified as A. R. (“Victim” herein) on the ground while another male, later identified as ALLEN LECOUR (“Defendant” herein), standing over Victim [NAME REDACTED] in the air, holding a hammer. Officers activated their squad lights and approached the altercation.
As officers approached, Defendant dropped a hammer to the ground, and Victim dropped a knife. Officers spoke with Victim. Victim said he and Defendant were neighbors, and they had ongoing issues with each other. Victim [NAME REDACTED] had gone to the bus stop at the intersection of 35th Avenue North and Fremont Avenue North at approximately 8:15 P.M. That day. Victim said he heard “shuffling” behind him, and when he turned around he saw Defendant coming towards him with a hammer in his hand. Victim said Defendant tried to hit him with the hammer.
Victim said he tried to create distance between himself and Defendant, and he ran into the road in hopes of getting bystanders’ attention. Victim [NAME REDACTED] told Victim [NAME REDACTED]. Victim said Defendant pulled out a knife. Victim reported the bus came shortly after this, and Victim got on the bus to flee from Defendant. Defendant did not pursue Victim [NAME REDACTED]. Victim [NAME REDACTED] called his girlfriend to tell her about the incident, and the two met up at a nearby liquor store.
The two then took another bus back to Victim’s home near the intersection of 35th Avenue North and Fremont Avenue North. Victim [NAME REDACTED], when he returned home, Defendant was waiting for him. Defendant charged at Victim with the hammer and hit Victim on the left side of the face with the hammer. This is when officers arrived on scene. Officers noticed blood on Victim’s face and a laceration above Victim's eye. Victim [NAME REDACTED] initially tell officers that he had a knife on him during the assault, but in a later interview with investigators, he admitted he armed himself with a knife for protection.
Officers arrested Defendant and recovered a knife from Defendant’s person. Defendant refused to provide a statement. Officers transported Defendant to the Hennepin County jail. Defendant remains in custody.
