That on or about November 7, 2025, Investigator Swanson with the St. Louis Park Police Department was dispatched to the front lobby of the St. Louis Park Police Department, located in the City of St. Louis Park, County of Hennepin, State of Minnesota, for a follow-up with KULA MICHAEL BLIDI (“Defendant” herein) on a fraud investigation case (Case #25006390). On November 6, 2025, in Case #25006390, Investigator Swanson placed a KOPS alert on a 2013 Red Lincoln MKZ with MN Plate ZNJ-889 (“suspect vehicle” herein). While conducting a search on the license plate, Investigator Swanson discovered via an Automatic License Plate Reader database that the license plate was being displayed on the following two vehicles: the suspect vehicle and a 2014 Silver Chevy Cruze (“Chevy Cruze” herein). It should be noted that MN Plate ZNJ-889 was only registered to the suspect vehicle.
While speaking with Defendant at the St. Louis Park Police Department on November 7, 2025, Investigator Swanson observed Defendant had placed car keys belonging to a Chevy on the table. Sgt. Balvin with the St. Louis Park Police Department observed a Chevy Cruze in the St. Louis Park Police Department parking lot displaying the suspect vehicle’s license plate. Investigator Swanson inquired of Defendant why the suspect vehicle’s license plate was being displayed on the Chevy Cruze. Defendant admitted to putting the suspect vehicle’s license plate on the Chevy Cruze because the Chevy Cruze did not have a title or license plates associated with it.
It was determined Defendant neglected to properly list and apply to purchase updated registration on the Chevy Cruze with the intent to escape payment of any tax associated with the Chevy Cruze. At present, Defendant is not in custody.
