On January 1, 2026, at 0549 hours, St. Paul police officers responded to Dunlap and Central, St. Paul, Ramsey County, on a report criminal sexual conduct. Officers met with CB, [DOB REDACTED]. She stated on the prior evening she met a male at a bar on Snelling and University in St. Paul. She had two vodka and cranberry drinks at the bar. She said the male was a stranger to her. She remembered waking up at his apartment, unit #404. She was not wearing pants. She believed that the male sexually assaulted her and possibly drugged her.
She said she felt discomfort in her vaginal area. The male told her that she had an accident in her pants to explain why she was naked from the waist down. She walked out of the apartment, looked at the apartment number, went down to the street and flagged a truck driver, who called police for her. Officers located an apartment complex at 412 Dunlap. CB led officers to unit 404. Michael John Shelby, [DOB REDACTED], answered the door. He admitted that he had a female “friend” over last night. He met her at the Midway Saloon, 1557 University, St. Paul.
Officers arrested Shelby. In a post-Miranda interview, he said he met CB at the bar. He bought two vodka cranberry drinks for her. He said that she was already intoxicated when she arrived at the bar. He said that CB fell off the bar stool and hit her nose. He said her face was “messed up.” She said that she was late getting back to the halfway house where she was staying. He offered to take her back to his place where he would tend to her wounds. He said she had an accident while at his place and wet her pants.
He removed her lower clothing items and rinsed out her underwear. She then slept without garments on her lower body. He initially denied any sexual contact. Eventually he admitted that he performed oral sex on her by licking her vaginal area. He said he also might have stimulated her with his hand. He believed she was receptive to the oral sex. He said she breathed heavy and was “wet.” He said she woke up the next morning, grabbed her pants and left his house. He agreed that “she was wasted getting out of the Uber.” He said she was “falling down.” Video outside of the Midway Bar corroborated that CB appeared to be impaired.
She was sitting on a snowbank. She had blood on her face. Many individuals were helping her. Shelby was among those individuals assisting her. CB consented to a Sexual Assault Nurse Examination at Region’s Hospital. Medical staff documented that CB had suffered a broken nose. DNA swabs taken from CB’s rectal and anal area showed a mixture of DNA from two individuals, including male DNA. The major female DNA profile matched CB’s DNA profile. Statistical calculation supported the inclusion of Shelby’s DNA in the mixture.
Video showed Shelby and CB leaving the bar at approximately 0039 hours on January 1, 2026. The sexual assault report to police occurred at 0549 hours. A urine sample collected at 1030 hours showed an ethyl alcohol concentration in CB’s urine at.161.
