On January 9, 2026, Robbinsdale police officers met with adult female Victim regarding a sexual assault that occurred on New Years Eve, December 31, 2025, at Victim’s apartment located in Robbinsdale, Hennepin County, Minnesota. Victim identified the suspect as her boyfriend, RAMONE JEVON OSTERMAN ([DOB redacted]), hereinafter “Defendant.” Victim stated Defendant came to her apartment that night around 9:00 pm with some food and a bottle of alcohol. During the night, Defendant kept asking her to go to the bedroom and repeatedly pressured her to drink, forcing drinks into her hand.
Victim remembers in the bedroom, Defendant was grabbing her and trying to make her drink. Victim stated she does not usually drink alcohol, so she became heavily intoxicated but also wondered if she had been drugged. At one point, Victim spilled a drink on the bed, then felt her limbs become numb. She remembered Defendant saying, “Let’s take this off” and unbuttoning her top. She then laid down on the bed and passed out. When she woke up the next morning, she was wearing different clothes. She went to the bathroom and saw she was bleeding from her vagina.
She also had pain in her vagina and anus and had trouble walking because of the pain. Victim stated she did not consent to any sexual activity that night and was passed out drunk. Victim stated she has made it clear to Defendant in the past that she wanted to wait till marriage to have sex. In subsequent conversations with investigators, Victim recalled more details from that night. Victim remembered at one point she woke up in the middle of the night with Defendant on top of her. Defendant pushed her legs up and forced his penis inside her vagina.
Victim told Defendant that she was in pain, but Defendant continued. Victim then laid her head down and went to sleep. Victim remembered a brief memory of Defendant’s penis in her mouth, and Defendant sucking on her nipples. She also remembered Defendant telling her at one point not to sleep and trying to wake her up by saying her name. Victim believed Defendant was taking pictures of her during the encounter. Victim messaged Defendant the next day and confronted Defendant about what happened. In those messages, Defendant confirmed they had sex but claimed he did not want to have sex and she forced him to have sex.
Investigators reviewed text messages between Defendant and Victim. In the messages, Defendant acknowledged that he had sexual intercourse with Victim. Defendant indicated he had ejaculated on her back, her chest and her face. Defendant talked about taking Victim to the shower, that she couldn’t get off the floor and walk to the shower, and being frustrated that he couldn’t get it in her because she couldn’t stand in the shower. Defendant also bragged about how hard he did it, that he had sex with her until she cried and could not walk.
