All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On November 3, 2025, the Lake Superior Violent Offender Task Force was investigating the sale of controlled substances by the primary target CHAKA KHAN BILLS, [DOB REDACTED], hereinafter referred to as the Defendant. On this day, they were granted search warrants for the persons of the Defendant and Trinity Gonzalez, their respective vehicles, and their residence of 8 East 7th Street-Lower Apartment in Duluth, St. Louis County, Minnesota.
The investigators arrested the Defendant outside of the residence at the Round Up Bar and then executed a search warrant on the residence itself. Inside the residence the following items were found: 1. 116 grams of fentanyl in the kitchen 2. Multiple scales in the kitchen 3. Powerball tickets that were being used to package drugs which were found in the kitchen 4. $3,000 cash in a bedroom associated with the Defendant 5. $1,160 cash in a bedroom associated with Ms. Gonzalez 6. Two 38 caliber bullets in the bedroom associated with the Defendant The following items were found on the Defendant's person: 1. Twenty-three bindles folded in a fancy way using Powerball tickets containing 24.8 grams of fentanyl 2. $232 The Defendant has a federal conviction for conspiracy to distribute cocaine.
