The Complainant having reviewed the applicable reports believes the following facts to be true: On July 22, 2025, at approximately 11:52 PM, officers with the St. Paul Police Department were on patrol in the area of Warner Road and Fish Hatchery Road in the City of St. Paul, Ramsey County, when they observed a gray Nissan Pathfinder parked in the lot for the city park. The park had closed at 11:00 PM. The officers conducted an investigatory stop given the ordinance violation and made contact with the two occupants of the vehicle.
They identified the driver as JERELL NORVESTER GRAHAM, JR. [DOB REDACTED], Defendant herein. The passenger was eventually identified as Anthony McCray [DOB REDACTED]. As officers were approaching the vehicle, they observed McCray dig around at the floorboard as if trying to grab or hide something. McCray then attempted to open the door and exit the vehicle. Officers detained McCray and also had Defendant exit the vehicle. As Defendant did so, he dropped a sock onto the ground that officers found to contain a glass pipe with burnt residue consistent with narcotics use.
McCray was arrested for active warrants and, upon searching his person, officers located a white crystal substance that appeared to be narcotics. Based on the circumstances, officers searched the vehicle. They located a loaded.32 caliber S&W Long revolver (SN X004497) in the center console of the vehicle. Defendant denied any knowledge of the firearm and could not state whether it belonged to McCray. Officers obtained a voluntary DNA sample from Defendant and submitted it to the BCA for testing. DNA testing confirmed that Defendant's DNA was the major contributor to the DNA located on the firearm.
At the time of the incident, Defendant did not have a permit to carry a pistol in public.
