On March 11, 2026, Officer Ecker with the St. Cloud Police Department was informed by dispatch that there was a female in the lobby of a business in the 200 block of 6th Avenue South in the City of St. Cloud, County of Stearns, stating that a male had chased her and tried to run her over with a car. Officer Ecker spoke with Victim A, an adult female fully identified in police reports, who stated that Ian Russell Vise, [DOB REDACTED], the defendant herein, and she were driving in a vehicle around the St. Cloud State University area when the defendant continued to get angrier at her.
Victim A stated that the defendant was high on methamphetamines and was upset with her about a criminal case he is facing in Mille Lacs County that he blames Victim A for as she called in a welfare check on the defendant. Victim A stated that the defendant blamed her for missing the Court appearance as well and that is when the defendant was assaulting her in the car by punching her, and hitting her. Victim A stated that not only did the defendant hit her on March 10, 2026, but the defendant had been assaultive over the last several days they were together.
Victim A stated that the defendant struck her in the head 3-4 times, as well as struck her in a hammer like motion with his fist. Victim A stated that he then grabbed a plastic bag that contained a beverage from the store, swung it at her head and struck her in the head multiple times. Officer Ecker was able to feel a large golf size bump on Victim A's head where she stated she was hit as well as observed multiple bruises on Victim A. Victim A further stated that the defendant pushed her with his forearm in her chest area applying pressure on her neck, she was still able to breathe, but reported it was impacting her voice.
Victim A stated that she and the defendant were previously staying at a residence together but she couldn't recall the exact address. Victim A also stated that she and the defendant were family or household members engaging in a relationship since October of 2025. Officers attempted to locate the defendant, however, he was not at the residence Victim A believed they were staying at, or located near the address Victim A fled the defendant from. A review of the defendant's criminal history shows a prior conviction for Domestic Assault in Stearns County District Court File No. 73-CR-24-20, convicted on August 19, 2024, and a conviction for Violation of an Order for Protection in Stearns County Court File No. 73-CR-25-7172, convicted on February 3, 2026. The defendant's whereabouts are unknown, officers attempted to locate him at known residences and were unable.
The defendant is currently pending sentencing on 73-CR-25-7172, as well as pending other DANCO Violations with Mille Lacs, 48-CR-26-132, where he failed to appear for a Zoom hearing and a warrant was issued and Scott County 70-CR-26-881, where he failed to appear to an in person hearing on March 12, 2026, with a different victim. The State is requesting a body only bench warrant be issued for the defendant's arrest so that appropriate release conditions can be imposed and a domestic abuse no contact order be issued as well as for public safety due to the allegations of methamphetamine use.
