On June 1, 2025, at approximately 2337 hours, MPD officers responded to [ADDRESS REDACTED], Minneapolis for a domestic abuse in progress. Upon arrival, officers spoke with Victim [NAME REDACTED] who explained she had been in a romantic relationship with CARL EDWARD WATERS, [DOB REDACTED] (now referred to as "DEFENDANT") for approximately 21 years. Victim [NAME REDACTED] said she was away from DEFENDANT for approximately two days and came back that day to try to make up with DEFENDANT. Victim [NAME REDACTED] stated they both went to another apartment in the building to have dinner and also used drugs together at that location.
DEFENDANT then became angry and demanded money from Victim [NAME REDACTED] Victim [NAME REDACTED] attempted to leave, but DEFENDANT jumped onto her back, preventing her from going. DEFENDANT then placed his right arm around Victim [NAME REDACTED]'s neck from behind in a headlock. Victim [NAME REDACTED] said DEFENDANT held her in a headlock, causing her to be unable to breathe, have difficulty swallowing, and she eventually lost consciousness. Victim [NAME REDACTED] was fearful for her life and urinated in her pants while being strangled.
Victim [NAME REDACTED] described her pain as 10 out of 10 during the incident. Victim [NAME REDACTED] stated she was able to escape from DEFENDANT by crawling on her hands and knees and then running to a neighbor's apartment. Officers observed dried blood on the back of Victim [NAME REDACTED]'s neck. A warrant is requested in the interest of public safety.
