On January 8, 2025, Champlin police conducted a traffic stop in the area of Douglas Drive and West Rive Road, Champlin, Hennepin County. Officers immediately recognized the driver as Adam Robert Locker, born on [DOB REDACTED], herein DEFENDANT. DEFENDANT’s eyes appeared red and glassy. DEFENDANT had a lit cigarette which officers are aware is often used to mask other odors. Officers asked DEFENDANT to step out of the vehicle and noted DEFENDANT was having a hard time paying attention to officers and his speech was slightly slurred.
DEFENDANT agreed to perform Field Sobriety Tests. Officers noted signs of impairment during the Romberg test – including swaying, eyelid fluttering, and estimating an incorrect passage of time. DEFENDANT showed signs of impairment during the Walk and Turn test – including losing balance during instructions and using arms for balance. DEFENDANT showed sign of impairment during the One Leg Stand Test – including swaying, using arms for balance and putting his foot down. DEFENDANT was ultimately placed under arrest for suspicion of impaired driving.
A DRE arrived on scene and found DEFENDANT was showing signs of narcotic and cannabis use. Officers received a urine sample from DEFENDANT, and this complaint may be amended in the future pending those results. In a search of his vehicle, officers located x8.40 caliber loose bullets. In his post-Miranda interview, DEFENDANT stated everything in his vehicle belonged to him. DEFENDANT has a prior conviction for First Degree Burglary, case file ••-CR-••-••••, and is therefore prohibited from possessing ammunition.
DEFENDANT is currently in custody.
