At around 10:30 PM on January 12, 2026, officers were sent to Born’s Bar at [ADDRESS REDACTED], St. Paul, Ramsey County on a shooting. Officers found four spent casings at the bar’s entryway and sidewalk. Officers obtained a description of the shooter and learned that he had been dropped off at the Foundry Pub at [ADDRESS REDACTED]. Officers learned that a person who had been in a dispute with the shooter at Born’s Bar, DELMARCUS EUGENE JOSEPH aka DELMARCUS DEANTE JOSEPH [DOB REDACTED], had showed up at United Hospital at [ADDRESS REDACTED], St. Paul, Ramsey County with a gunshot wound to his foot.
Joseph and EJ arrived at the hospital in a Jeep Cherokee bearing Minnesota license plate [PLATE REDACTED]. They parked the Jeep in the ramp at [ADDRESS REDACTED], St. Paul, Ramsey County Officers went to the Foundry Pub and arrested the shooter, MELVIN LAMAR MILLER [DOB REDACTED]. Miller later told police that he had tossed a black handgun in an alley near the cemetery on Sylvan Street. Miller told police Joseph got upset because Miller greeted EJ inside Born’s Bar. Joseph pressed his finger between Miller’s eyes.
Miller slapped Joseph’s hand away. Joseph told Miller he “better sleep in the bar.” Joseph made comments that he had a firearm inside his vehicle. Surveillance video from the bar showed Joseph, EJ, and Miller in the bar. Joseph and Miller exchanged words, and Joseph removed his red sweatshirt. DJ and Miller squared up to fight. DJ swung at Miller’s face, and Miller swung at Joseph. Joseph grabbed and threw a chair at Miller. A security guard intervened and pushed Joseph away from Miller. The security guard gestured as if telling Joseph to leave the bar.
Joesph grabbed his sweatshirt and yelled at Miller. Miller followed Joseph out of the bar. Joseph took a fighting stance, and Miller pulled out a handgun and fired 4 times as Joseph rushed at Miller. Joseph ran back into the bar and Miller left on foot. The security guard told police that Joseph was upset because Miller had hugged EJ. Joseph told Miller something like, “You better live in this f****** bar because I’m going to shoot you if you come out this bar.” The security guard broke up the physical fight and tried to get Joseph to leave.
Joseph continued yelling at Miller further escalating the situation. Joseph told Miller, “If you come outside, I’m going to hurt you.” Joseph and EJ were uncooperative with police at the hospital. Joseph claimed he was drunk and had little recall of the incident. An investigator had the Jeep towed from the ramp based on Miller’s statement that Joseph said he had a gun in his vehicle. Officers executed a warrant on the Jeep. Officers found a black and white Nike bag on the rear driver’s side of the Jeep.
The bag contained paperwork dated January 12, 2026 in the name of Delmarcus Eugene Joseph and a Glock.45 caliber handgun. The handgun had a laser attached to it and a round of ammunition in its chamber. Further review of body worn camera video from 11:54 PM on January 12, 2026 revealed that the Nike bag was on a hospital bed behind Joseph on a hospital bed. EJ later left the hospital room carrying the Nike bag. The officer asked EJ where she was going and she said she was taking the bag to her car.
