On October 27, 2025, Maple Grove Police Officers were on routine patrol when they observed a vehicle stopped in the intersection blocking the traffic of 63rd Avenue North and Magda Drive North, Maple Grove, Hennepin County. Officers observed several vehicles have to drive around the stopped vehicle. Officers approached the driver who was later identified as ROBERT EDWARD SCOGGIN, Defendant herein. The Defendant did not know where he was and said he was lost. In the vehicle, Officers observed in plain view a capped needle and a purple straw consistent with narcotic use in a red bag on the passenger seat.
The Defendant stated that the bag was his. Officers learned that the Defendant had a Wisconsin Warrant for a DWI. Officers believed that the Defendant may be under the influence of controlled substances given the needle, straw, DWI warrant, that he had stopped in the middle of an intersection, and appeared confused of his surroundings. A K9 sniff around the vehicle was conducted where the K9 alerted for the odor of controlled substances. In a search of the vehicle, Officers located the straw that appeared to have powder residue inside of it.
Officers located a container in the red bag on the passenger seat with a folded pieces of paper with crushed pills that were suspected to be controlled substances. Also in the bag were two more straws, a small empty vile, and several canisters of Narcan. The suspected controlled substances were sent to the Midwest Regional Forensic Laboratory. On November 20, 2025, the report stated that 1 partial tablet weighing 0.133 grams contained phenazolam (a central nervous system depressant), cocaine, and methamphetamine.
The result is reported to not to be consistent with legitimate pharmaceutical preparation. Powder recovered weighed 0.076 grams and contained fentanyl, xylazine (also known as "tranq"), and para-flurorofentanyl. The Defendant has a prior Chapter 152 conviction in case file 19HA-CR-14-3568. The Defendant is currently out of custody.
