That on or about November 24, 2025, law enforcement personnel with the Fridley Police Department responded to an area located on 44th Avenue NE, Fridley, Anoka County, Minnesota in reference to a delayed theft report. Upon arrival to the area, law enforcement located complaining witness [NAME REDACTED]B, herein after Victim #1. Victim #1 described that around 11:00 A.M. On November 24, 2025, while eating lunch, he had left his wallet in his vehicle, which contained both his Mastercard, and E. M. R.'s Mastercard, herein after Victim #2. On that same day, at approximately 1:17 P.M., Victim #1 was notified by Mastercard that his card was declined at Target, located at 755 53rd Avenue NE, Fridley, Anoka County, Minnesota.
Further, Victim #2's Mastercard was also used at the same Target, at approximately the same time. On November 25, 2025, law enforcement responded to the aforementioned Target to gather information related to the purported fraud. Law enforcement was provided surveillance footage of an unknown male using Victim #1 and Victim #2's banking cards to purchase or attempt to purchase various items. It should be noted that law enforcement was informed the suspect used Victim #2's financial transaction card on both November 24, 2025, and November 25, 2025. Upon further investigation, law enforcement determined that on November 24, 2025, the suspect used Victim #1's financial transaction card to pay for $364.44 worth of merchandise, but the transaction(s) were declined.
On the same day, and approximately same time, the suspect used Victim #2’s financial transaction card in an attempt to pay for $165.56 worth of merchandise, and $530 worth of gift cards. On November 25, 2025, the same suspect—at the same Target located in Fridley, Anoka County, Minnesota—again used Victim #2’s financial transaction card in an attempt to purchase $530.00 worth of gift cards. Based upon information provided by Cottage Grove Police Department and Burnsville Police Department, law enforcement with Fridley Police Department were able to identify the suspect described above as CEBRIAN OMAR SIMS [DOB REDACTED], herein after Defendant.
Victim #1 and Victim #2 did not give Defendant consent to use their respective financial transaction card(s) on November 24, 2025 or November 25, 2025. At the time of this Complaint, Defendant remains in custody at the Washington County Jail, Stillwater, Minnesota, as a result of a Burglary 1st Degree conviction in Case Number in 82-CR-24-4386. The State is asking this matter to issue as a complaint summons.
