On March 21, 2026, at approximately 10:44 PM, Belgrade-Brooten police officers responded to a residence located on Pleasant Avenue South, in the City of Brooten, County of Stearns, State of Minnesota, for a report of an assault. Officers responded and learned that JACOB LEE STARR, [DOB REDACTED], the defendant herein, had thrown a rock at Victim A's head, an adult male fully identified in the police reports. Officers were able to talk to Victim A, who said that he and the defendant got into a confrontation at the residence.
The defendant initially showed up with some weapons, including a knife. During the confrontation, the defendant threatened Victim A to "gut him like a pig". Eventually, the defendant picked up a rock at threw it at Victim A's head, causing him injury. Officers observed fresh blood all over the house and a rock near the back door of the residence. Officers also spoke with the defendant, who admitted that he and Victim A were involved in a confrontation. The defendant claimed that Victim A struck him in the face, but officers did not see any injuries on the defendant.
The defendant denied hitting Victim A with a rock. Victim A was ultimately transported to the hospital via ambulance and found to have several fractured facial bones in his face. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on the 21st Day of March, 2026, in City of Brooten, County of Stearns, State of Minnesota, committed the offenses described herein.
