On or about August 18, 2025, at approximately 1:24 P.M., officers with the Rochester Police Department responded to a report of a person asleep in their vehicle at a business in the 2800 block of Broadway Avenue N, in Rochester, Olmsted County, Minnesota. Upon arrival, officers located the sleeping person and identified her as Rahmo Yusuf Salah, [DOB REDACTED] (hereinafter “Defendant”). Defendant showed signs of impairment and admitted to recent methamphetamine and fentanyl use. Defendant was asked out of the vehicle to perform standard field sobriety testing.
During the Horizontal Gaze Nystagmus test, Defendant showed a lack of smooth pursuit, would not follow the finger, could not focus, and had restless hands. During the One Leg Stand test, Defendant could not maintain balance for more than a few seconds, put her foot down, and used her arms for balance. During the Modified Romberg test, Defendant estimated the passage of 30 seconds in 10 seconds, and displayed eye, facial, and body tremors. Defendant’s pulse rate was measured at 108 BPM. Defendant was placed under arrest and searched incident to arrest.
In her purse that was on her person, officers located numerous pieces of burnt tin foil and a baggie with a purple substance inside. The substance later field tested positive for fentanyl and weighed.2 gram with packaging. Defendant was transported to the Olmsted County Adult Detention Center. A search warrant was obtained to collect a fluid sample from Defendant. Defendant was advised that failure to provide a sample was a crime. A urine sample was collected at 4:23 P.M. The sample was sent to the Minnesota Bureau of Criminal Apprehension for analysis.
Results of the analysis show the presence of amphetamine, methamphetamine, fentanyl, and norfentanyl in Defendant’s body. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
