On March 1, 2026, at approximately 7:51 P.M., Roseville Officers were dispatched to Target, [ADDRESS REDACTED] B, Roseville, County of Ramsey, on a call involving a male threatening to shoot employees. Officers arrived and found the male suspect-MORECE JACKSON CAMPBELL, [DOB REDACTED]-in the parking lot of the store. Officers told CAMPBELL he was under arrest. CAMPBELL yelled and screamed at officers, and said he did not assault anybody. CAMPBELL was taken to the ground, but he continued to scream, resist, and told officers to kill him.
A taser was used and CAMPBELL was ultimately arrested. Staff KR-S spoke to an officer. KR-S said she and CJA were called to the grocery area of the store because CAMPBELL was yelling and screaming while on his telephone. KR-S and CJA told CAMPBELL to leave and began to escort him out of the store. CAMPBELL yelled and screamed at them, called them stupid. When they reached the exit door, CAMPBELL stopped, reached into his waistband under his pants, and said, “I’ll f****** shoot you.” KR-S thought CAMPBELL was reaching for a firearm.
She was afraid. Staff CJA said CAMPBELL was loud and obnoxious in the grocery area. He and another employee approached CAMPBELL and told him to leave. As they escorted CAMPBELL out of the store, he said, “I’m gonna shoot you motherfuckers.” CAMPBELL reached toward his waistband and pulled up his shirt. CJA did not see a weapon.
