On November 20, 2025, Officer Wangen of the Fridley Police Department received a tip from the National Center for Missing and Exploited Children (NCMEC) regarding suspected child sexual abuse material (CSAM) being disseminated from a Discord account on August 7, 2025. The user of this account was identified as Jared Mathew Loos, [DOB REDACTED], Defendant herein. Defendant is required to register as a predatory offender. Defendant's prior convictions include a felony conviction for Indecent Exposure in the Presence of a Minor, 69HI-CR-05-133, and Criminal Sexual Conduct in the Fourth Degree, 69VI-CR- 12-422. Officer Wangen viewed the single image file believed by Discord to have depicted apparent CSAM and observed it to be an artificial intelligence (AI) generated image of an approximately five year old prepubescent female with a band top on and her vagina lewdly exposed in a sexual pose.
On December 9, 2025, a search warrant was executed at Defendants apartment on 73rd Ave NE in the city of Fridley, Anoka County, Minnesota, where multiple electronic devices belonging to Defendant, including Defendant’s cellphone, were seized. Officer Wangen also obtained records from Defendant’s Discord account pursuant to search warrant. In a review of the data provided by Discord, Officer Wangen observed several chats between Defendant and three other individuals, in which Defendant discusses the creation of computer generated CSAM images.

The image depicts the PPF crouched down. The PPF has long brown/ blonde colored hair that is tied back in a side ponytail, with flowers the opposite side, she has brown eyes.
The PPF is wearing long earrings, a purple cloth choker around her neck, a pale blue colored mesh band that covers her nipples. The PPF does not have any pants or underwear on. The PPF' s vagina and anal areas are displayed in a lewd and is the focal point of the picture. The PPF is wearing black/ tan colored high heel shoes. The background is that of a gray colored cabinet, with one green wall and the ground is white.
