On 11/22/2025 at approximately 2149 hours, St. Paul Police responded to [ADDRESS REDACTED] in St. Paul, Ramsey County for the report of a fight at a group home for adults with mental health issues. Upon arrival, staff members told police there had been a fight involving a woman with a knife who was in [APT REDACTED]. Police went to the unit, knocked on the door, and heard a female screaming inside and telling police to leave. The pregnant female, later identified as Celina Shelly WOODS ([DOB REDACTED]), then stormed out of the apartment and yelled at officers about having anger and anxiety problems.
WOODS said she had locked herself out of the building and yelled for staff to let her in. The person in [APT REDACTED], DRL, came to the door and pushed it open hitting WOODS in the stomach. WOODS said she pushed DRL and then DRL’s daughter, JRL, came and hit WOODS in the face. Staff members told police that WOODS had locked herself out and was yelling to be let in. A confrontation ensued between WOODS, DRL, and DRL’s daughter, JRL. Staff responded, separated the parties, and both DRL and WOODS went back into their apartments.
One staff member said they heard WOODS in her apartment say "where's my knife" and WOODS's boyfriend say "I'm not going to give it to you". WOODS then came out of her apartment with a knife in her hand, walked to [APT REDACTED], pounded on the door, told the occupants to come out, and taunted them with the knife when they did. Police spoke to WOODS’ boyfriend, JAN, who said WOODS locked herself out, yelled to get the door open, and there was a confrontation with other residents. WOODS, he said, returned to the apartment, retrieved a knife, and exited the unit.
DRL said that she and her daughter, JRL, heard WOODS outside their apartment window saying "I'm gonna f*** you up" and when DRL went to the back door to let WOODS into the building, WOODS grabbed her by the throat. WOODS squeezed DRL’s neck and pushed her against the wall. JRL then intervened. Staff also intervened and DRL and JRL went back to their apartment and locked the door. DRL said she then heard WOODS at her door and when she opened it, WOODS had a knife in her right hand and said "Imma kill you b****!". Both DRL and JRL said they were scared.
Both said WOODS recently assaulted someone else in the building, that this was an ongoing issue, and that they had not had any interactions with WOODS in the past. When police took WOODS into custody, she was uncooperative, resisted, and kicked a window next to the building’s door causing it to break. For purposes of Rule 6.02, WOODS has a significant history of violent juvenile offenses.
