On 10/04/2025 at about 1054 hours, a Maplewood Police were dispatched to [ADDRESS REDACTED] N in Maplewood, Ramsey County on report of a person slumped over in a white 2015 Nissan Rogue (MN/WT3216). Upon arrival, police found the vehicle in the parking lot at that address. The male driver was slumped over in the driver's seat with a piece of tin foil with an unknown substance on it in his lap. The female passenger was slumped over in the passenger seat. Police woke the driver, later identified as Hemanta GHALLEY [DOB REDACTED], who appeared very dazed and who began to look around frantically.
When GHALLEY exited the vehicle, his eyes were glassy and bloodshot, he was slurring his speech, and he was unsteady on his feet. GHALLEY had the vehicle’s keys in his hand. GHALLEY’s license status was canceled-IPS and he had an active warrant. Police spoke to the female passenger who was later identified as Has Law Yaw SAY [DOB REDACTED]. SAY admitted that GHALLEY had been smoking, but said she didn’t know what drug he was smoking. SAY also admitted that GHALLEY drove the vehicle to the parking lot.
In a post-Miranda interview, GHALLEY said SAY drove the vehicle to the parking lot and then he switched into the driver's seat. GHALLEY said that he was going to call someone to pick them up because his license was canceled IPS. GHALLEY said he and SAY then fell asleep and he never got around to calling a friend. Finally, GHALLEY admitted that they smoked fentanyl in the vehicle using the tinfoil after arriving at the park. Police seized two pieces of tinfoil. One had been in GHALLEY's lap and one the other had been sitting next to him in the vehicle.
GHALLEY was arrested. Pursuant to a search warrant, police obtained a sample of his blood, which was sent to the BCA for analysis. On 11/19/2025, police received a BCA lab report (#S25-14365) showing the presence of amphetamine and methamphetamine in GHALLEY’s blood. Upon information and belief, GHALLEY is in custody on an unrelated matter. A warrant, therefore, is requested.
