According to the registration information provided by the Minnesota BCA, Defendant last updated his registration information by submitting a change of information form that was dated and signed by Defendant on May 1, 2025. This change of information form noted that Defendant was changing his primary address to “Homeless” in the City and County of Winona, Minnesota. Defendant was required to complete weekly check-ins with the Winona Police Department (WPD). Defendant last checked-in with the WPD on December 2, 2025. Defendant did not report for any weekly predatory offender check-ins at the WPD on December 9, 2025, December 16, 2025, December 23, 2025, and December 30, 2025. On December 31, 2025, Defendant was marked as non-compliant by the BCA for failing to make his required weekly check-ins.
Defendant has also failed to meet with his probation agent during December 2025. As part of his probation, Defendant was required to make daily check-ins with his probation officer. Defendant last checked-in with probation on December 3, 2025. As of January 2, 2026, Defendant’s probation agent had lost contact with Defendant and his whereabouts are unknown. On January 6, 2026, a Winona Police Officer (“Officer”) contacted Defendant’s registered place of employment in an attempt to locate Defendant.
Officer was told that Defendant was let go by the company around Thanksgiving 2025 and was no longer employed with the company. Defendant did not report this change in employment as required by his registration. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. 609.49., intentional failure to appear for duly scheduled court appearances may result in additional criminal charges, and in addition to any arrest warrant that may otherwise be issued by the Court.
