On August 30, 2025, at approximately 5:29 P.M., Sgt. Fisher and Deputy Krebsbach of the Mower County Sheriff's Office were dispatched to the K&H Gas Station located at [ADDRESS REDACTED] West in the City of LeRoy, County of Mower, for an altercation. Dispatch advised people were yelling and it sounded like males were fighting. The reporting party (Victim B, an adult male) stated that he was pushed by a male, later identified as NELSON KIP SCRIVNER, DOB/100674, the defendant herein. Sgt. Fisher arrived at the scene and observed the defendant crawling on the northside of the gas station.
Fisher observed that he had blood on his shirt. Fisher advised the defendant to sit still, which the defendant old her to, "Fu¢k off. Fisher could also smell the odor of alcohol coming off the defendant. Sgt. Fisher continued to tell the defendant to stop crawling and attempted to stop the defendant by grabbing his shirt and stepping on the back of his foot. The defendant made statements of, "Get your f#cking hands off me," "Get off me," "Don't f#cking touch me." Fisher warned the defendant to stop or he would be tased.
The defendant refused to comply with the command. At one point, the defendant stood up and began to walk away. Fisher warned the defendant several times to get back on the ground or he would be tased. The defendant refused to comply. Pisher then deployed her Taser with positive results. While waiting for back-up, the defendant continued to yell profanities at the deputy and state, I'il f#cking kill you in a dog fight." Deputy Krebsbach arrived, and the defendant was placed under arrest. Deputy Krebsbach observed the defendant's shirt to be covered in blood and that he had several injuries to his face.
After the defendant was handcuffed, Krebsbach escorted the defendant to the ambulance to be medically cleared. The defendant was uncooperative and argumentative. While in the ambulance, the defendant yelled and spat blood at Krebsbach and the first responders. Krebsbach observed blood spatter on his arms, uniform shirt, and vest. The defendant was placed in a spit hood and transported to Mayo Clinic Health Services to be medically cleared, Sgt. Fisher contacted Victim A (an adult male). Victim A stated that he was in his truck at the gas pumps and observed the defendant walking across the road on Main Street heading east.
Victim A stated that the defendant approached his front passenger door and "flung" it open and came "flying" across the seat towards Victim A and got on top of him. Victim A believed the defendant was trying to steal his vehicle. Victim A stated the defendant was "going nuts" inside his truck, Victim A said he does not recall what the defendant was saying in the truck as it did not make sense. Victim A said the defendant was trying to fight him and that the defendant was trying to tangle the defendant up in the steering wheel, Victim A stated that he was able to get the vehicle keys out of the ignition and get out of the truck.
