On May 8, 2025, at approximately 9:19 A.M., Trooper Kubat was dispatched to a two vehicle crash that occurred on northbound Highway 52 on the Lafayette Bridge, Saint Paul, County of Ramsey. A witness called 911 and reported a silver sedan was blocking the middle lane. Trooper Kubat arrived on scene and observed a silver Ford Taurus in the parking lot to the Mister Car Wash. A male-later identified by Minnesota driver’s license as JACOB ROBERT MEYER, [DOB redacted]- was standing outside the vehicle, and no one else was around.
MEYER was breathing hard. He said he was okay but needed to catch his breath after what happened. He said he was on northbound Highway 52 in the middle lane when traffic came to a quick stop. He tried to stop, but slid into the trailer in front of him. The Taurus had severe damage to the front, but no airbag deployment. MEYER smelled of alcohol, he was unsteady on his feet, had a hard time concentrating, had watery eyes, and poor coordination. When asked how much he had to drink, MEYER responded, “not enough.” MEYER said he had been drinking White Claws and vodka the previous night.
He said he “had too much” last night, but did not drink in the morning. MEYER declined field sobriety tests. MEYER tried to provide a PBT sample, but did not blow into the machine. During a second attempt, MEYER did not put the PBT to his mouth. MEYER was arrested for DWI and was searched. When Trooper Kubat checked MEYER’s right pants pocket, he became tense. He said he had a little cocaine in his pocket. A clear bag with white powder in an Altoid container was found in MEYER’s pocket. An Altoid container in MEYER’s backpack on the front seat passenger contained compressed homemade pills.
An open bottle of vodka with liquid and an empty bottle of vodka was found in the backpack. MEYER said he wanted to be evaluated at the hospital for possible injury from the crash. MEYER was transported to Regions Hospital. A search warrant was obtained for a sample of MEYER’s blood. A blood sample was obtained from MEYER at 11:08 A.M. By a nurse. MEYER declined a formal interview. The BCA report dated May 22, 2025 on MEYER’s blood sample reported ethyl alcohol concentration of.123 grams. The BCA report dated October 7, 2025 reported Item 1, one plastic bag containing evidence classified as tablet, amount.503 gram, containing methamphetamine (analyzed 1 whole tablet, partial tablets not analyzed). MEYER has the following qualified prior impaired driving incidents and convictions.
