On July 13, 2025, at approximately 12:46 A.M., University of Minnesota Police Officers were in the area of Bloomington Avenue and Franklin Avenue East, Minneapolis, Hennepin County when they observed a group of individuals congregating in the parking lot of a closed business at [ADDRESS REDACTED] East. Officers approached and smelled a strong odor of burnt plastic. Officers knew from their training and experience that this odor is commonly associated with narcotic use. Officers then observed a female, later identified as SHEILA MARIE JONES, Defendant herein, sitting on a backpack, up against the wall.
The Defendant had an orange torch lighter in her hand attempting to light aluminum foil from underneath with suspected narcotics on the tinfoil. Officers then learned that the Defendant had active warrants for her arrest. In a search of the backpack that the Defendant was sitting on, Officers located a clear baggie with a brownish gray powdered substance inside. Officers also located two plastic straws and burnt aluminum foil in the backpack. In a post-Miranda statement, the Defendant stated she was aware the powder was inside the backpack.
On November 25, 2025, the BCA reported that suspected narcotics contained fentanyl and weighed 11.047 grams. The Defendant currently has active warrants and therefore the State requests this complaint issue as a warrant.
