On March 29, 2026, at 9:58 P.M., a Dakota County Sheriff’s Deputy ran a check on the registered owner of a motorcycle that he observed. The check indicated that the driving privileges of the registered owner of the motorcycle, the above-named defendant Rick Alan Larson, were canceled as inimical to public safety. The officer activated his patrol car’s emergency lights and one of the motorcycles came to a stop. The driver of this motorcycle was not the defendant, but told the deputy the defendant was the driver of the other motorcycle.
The deputy then got back into his patrol car and caught up to the second motorcycle at 10th Street East and Progress Drive in the City of Hastings, Dakota County, Minnesota. This second motorcycle registered to the driver of the first motorcycle, who was driving the defendant’s motorcycle. This individual told the deputy the defendant was driving the second motorcycle. The deputy observed the defendant stop the motorcycle that he was driving past the stop sign at 10th Street East and Tyler Street.
The defendant also failed to properly signal his turn onto Vermillion Street. The deputy then activated his emergency lights and stopped the motorcycle. The driver identified himself as the defendant and the deputy placed him under arrest for Driving After Cancelation - Inimical to Public Safety. At the jail, a correctional deputy located a plastic bag containing a white crystal substance in the defendant’s right coin pocket. The white crystal substance was preliminarily tested, and the test indicated the presence of methamphetamine, and it weighed 1.84 grams.
In a mirandized statement, the defendant admitted it was methamphetamine and it was his. The defendant’s Minnesota driving privileges were Cancelled as Inimical to Public Safety on July 12, 2024.
