On November 21, 2025, at 11:56 P.M. A South Saint Paul Police Officer was on routine patrol in the City of South Saint Paul, Dakota County, Minnesota, when he observed a vehicle northbound on Concord Street enter the right turn lane to go eastbound on Armour Avenue. The driver of the vehicle then abruptly crossed over the solid white turn lane marker and continued driving northbound on Concord Street. When the driver of the vehicle changed from the right turn lane back into the northbound lane of Concord Street he cut off another vehicle.
The officer then stopped the vehicle. The driver and lone occupant of the vehicle identified himself as the defendant, Rick Alan Larson. His Minnesota driving privileges were cancelled for being Inimical to Public Safety on July 12, 2024. Defendant was placed under arrest for Driving After Cancelation and was searched incident to arrest. In his left shirt breast pocket was a clear plastic bag containing a white crystal substance. The white crystal substance was later preliminarily tested, and the test indicated the presence of methamphetamine, and it weighed.67 grams.
After being advised of his Miranda rights, the defendant admitted thinking his Minnesota driving privileges were suspended, not cancelled, so he should not have been driving. He also admitted the crystal substance was methamphetamine and that he has used methamphetamine for about 20 years.
