On April 14, 2026 at approximately 10:07 P.M., deputies were conducting a warrant check at a residence after learning that MATTHEW SEAN SUTTLES [DOB REDACTED] may be there. Officers spoke with the resident, who stated SUTTLES wasn’t present but that his vehicle was parked on the property. Officers saw a white Ford F350 that was not displaying front or rear license plates parked on the property. Approximately twenty minutes later, deputies were on patrol near the intersection of Douglas Avenue and 292nd Street East when a white Ford F350 with no license plates displayed drove eastbound on 292nd Street.
Deputies followed, noting the driver initially signaled to turn southbound on Randolph Boulevard before heading northbound. Deputies initiated a traffic stop shortly after the intersection in the Township of Randolph, County of Dakota, State of Minnesota. Deputies approached and identified the driver and sole occupant as SUTTLES and placed him under arrest on his warrant. Deputies also ran the VIN for the vehicle and determined it was reported stolen from Burnsville on March 26. During a search of the vehicle, deputies located one of the license plates for the vehicle as well as license plate registered to a different vehicle.
After waiving his Miranda rights, SUTTLES told officers that he was permitted to borrow the vehicle from the maintenance manager at an apartment complex in Burnsville. SUTTLES told deputies that the vehicle was provided to him without the license plates. When officers in Burnsville took the initial theft report involving the vehicle, they spoke with Witness 1, a board member of the condominium association that owns the vehicle, and Witness 2, the property manager. Witness 1 told officers that he has the only set of keys to the vehicle and both Witness 1 and Witness 2 stated they did not give anyone permission to take the vehicle.
