On April 7, 2026, at approximately 1:35 A.M., an officer with the Eagan Police Department stopped a motor vehicle on Interstate 494, near the exit ramp to Interstate 35E, in Eagan, Dakota County, Minnesota. The officer stopped the vehicle because, when he ran its license plate, he learned that the registered owner had a revoked driver’s license. After the vehicle stopped, the officer approached the vehicle and spoke with the driver, identified as CARLOS LYLE ROBERT GARCIA [DOB REDACTED]. GARCIA indicated that he did not have his driver’s license and the vehicle was uninsured.
The officer returned to his squad vehicle to run routine checks. When doing so, the officer noticed GARCIA had pending violations for Driving After Revocation – 11 in total. The officer also noticed GARCIA had convictions for Driving After Revocation – 6 in total. The officer further noticed GARCIA had violations and convictions for vehicle insurance violations – a combined 8 in total. After backup arrived, the officer reapproached the vehicle and arrested GARCIA for continuing to driver without a valid driver’s license and insurance violations.
After an inventory search of the vehicle was conducted, the officer transported GARCIA to jail. Once there, jail staff located a baggie containing a green translucent substance in GARCIA’s pocket. The substance appeared to be formed in tabs, indicative of lysergic acid diethylamide (LSD) tabs. The substance later field tested positive for the presence of LSD. GARCIA has a felony conviction in Minnesota under Chapter 152 from 2009.
